HISTORY AND EVENTS

On November 19, 2002, the Government of Vietnam issued Letter No. 1477 / CP-QHQT. Accordingly, the Prime Minister assigned Song Da Corporation to preside over the establishment of a group of investors in the Xekaman 3 hydropower project in Laos and set up a joint stock Company in accordance with the law.

On March 12, 2003, the founding shareholders who attended the first session of the meeting promulgated the resolution to establish Viet – Lao Investment and Development Joint Stock Company. The company has a chartered capital of VND1,080 billion, with the participation of shareholders being the leading corporations of Vietnam in the field of construction, electricity, transportation, in which Song Da Corporation holds major shares.

On July 11, 2003, Viet – Lao Investment and Development Joint Stock Company was granted business registration certificate by the Department of Planning and Investment of Hanoi.

On July 25, 2003 , in the Vientiane, Lao PDR, The first memorandum of understanding - the Xekaman 3 hydropower project was signed between representatives of the Lao Government and Viet – Lao Investment and Development Joint Stock Company. Mr. Thoong lun Si su Lit (then Deputy Prime Minister of Laos) and Mr. Vo Hong Phuc (Minister of Planning and Investment of Vietnam) attended and witnessed the signing ceremony.

 

On December 28, 2005, in the capital city of Vientiane, Viet Lao Investment and Development Joint Stock Company and Electricité du Laos signed the Shareholder Agreement on establishment of Xekaman 3 Electric Company Limited (XEKAMAN3). The charter capital of XEKAMAN3 is USD 70 million 100% of which contributed by VIETLAOPOWER during the construction phase. The main task of XEKAMAN3 is to build and operate the Xekaman 3 hydropower plant in Dac Chung District, Se Kong Province, Lao PDR.

On 4 January 2006, the BOT Agreement of Xekaman3 hydropower project (BOT) was signed between the Government of Lao PDR and Xekaman Power Co., Ltd. 3. Deputy Prime Minister Nguyen Tan Dung and Lao Deputy Prime Minister Thoong Lun Si su Lit attended and witnessed the signing ceremony. BOT Agreement has a term of 25 years from the date of commercial operation.

 

Commencement of the first Project

On April 5, 2006, in the Dak Chung district, Se Kong province, Lao People's Democratic Republic, VIETLAOPOWER solemnly held the commencement ceremony of the Xekaman 3 hydropower project. Deputy Prime Minister Nguyen Tan Dung and Deputy Prime Minister Laos Minister Thoong Lun Si su Lit attended the press conference and officially launched the project.

 

On December 20, 2007, the first –phase impoundment of the Xekaman 3 hydropower project was held in Dak Chung district, Se Kong province, Lao PDR. General Secretary of the Lao People's Revolutionary Party, President of the Lao People's Democratic Republic Somalia, Deputy Prime Minister of the Government of Vietnam Hoang Trung Hai, Lao Deputy Prime Minister, the two countries' high-level delegations attended the ceremony.

 

On March 30, 2008, welcoming the success of the 3rd Mekong Region Summit in Vientiane, Government of Lao PDR and Viet Lao Power Joint Stock Company signed the Project Development Agreement (PDA) of. Xekaman Hydropower Project 1. Prime Minister of Vietnam Nguyen Tan Dung, Prime Minister of Lao PDR together with the high-level delegation of the Government of the two countries attended the ceremony. On the same day, the Lao Ministry of Planning and Investment granted the company a certificate of investment in the hotel and office project in Vientiane.

Diversifying business lines

On June 16,  2008, the project "Hotel and office for lease in Vientiane" was started by Viet Lao Power Joint Stock Company. The project has a total investment of nearly $ 10 million. This is a project under the business development orientation of business diversification of VIETLAOPOWER.

 

On May 21, 2010, in the capital Vientiane, Lao PDR, Viet Lao Power Joint Stock Company and Electricite Du Laos signed a shareholder agreement to establish Xekaman 1 Power Co., Ltd. (XEKAMAN1). XEKAMAN1 has a chartered capital of US $ 115 million, 100% of which contributed by VIETLAOPOWER, to carry out the main task of investing in Xekaman 1 hydropower plant.

 

On February 10, 2011, in the capital Vientiane, Lao PDR, the BOT Agreement for the Xekaman 1 Hydropower Project was signed between the Lao Government and Xekaman Power Co., Ltd. 1. The duration of the contract is 25 years from the date of commercial operation.

 

Commencement of  the largest investment project of Vietnamese enterprises in Laos

On March 6, 2011, VIETLAOPOWER solemnly held the groundbreaking ceremony of the Xekaman 1 hydropower project in San-xay district, Attapeu province, Lao PDR. Vietnamese Deputy Prime Minister Hoang Trung Hai, Lao Deputy Prime Minister Somsavat Lengsavad together with the high-level delegations of the two countries' governments attended the ceremony and issued the order to start the construction works.

 

On March 25, 2011, the Vientiane Plaza Hotel and Office Complex was opened in Vientiane. Deputy Prime Minister of Laos Somsavad Lengsavad, Vietnamese Ambassador to Laos Ta Minh Chau attended the ribbon-cutting ceremony. Vientiane Plaza is a four star hotel with 50 bedrooms and 2,000 square meters of office space, combined with travel services, events, culinary ..

 

On August 17, 2012, VIETLAOPOWER was awarded the Certificate of Merit from the Lao Ministry of Planning and Investment for its contribution to the celebration of the Lao-Viet Nam Friendship Solidarity Year.

On June 20, 2013, Unit 1 of Xekaman 3 Hydropower Plant officially came into operation.

On July 9, 2016, Unit 2 of Xekaman 3 Hydropower Plant was put into generation and successfully joined the national Grid of Vietnam on schedule.

 

On December 16, 2015, VIETLAOPOWER held the Inauguration Ceremony and handed over the resettlement site of Souksavang-Dakbou to the Resettlement Committee of Attapeu Province and Xanxay District, Lao PDR. As part of the Xekaman1 hydropower project, the Souksavang-Dakbou resettlement site was started in June 2014 with a total construction cost of $ 2,937,682 on 1,264 hectares. , for 143 households with a total of 185 people, including housing, schools, clinics, communal houses, markets, fishponds, cemeteries, internal roads and water supply and drainage systems. The leaders of San xay district, Attapeu province are especially interested in the resettlement area because they will have a chance to live a new life, develop their economy and escape from poverty.

 

On August 25, 2016, Unit 1 of the Xekaman1 hydropower plant officially joined the power grid of Vietnam

Unit 1 with a designed capacity of 145MW is one of two units of the Xekaman1 hydropower plant under the Xekaman1 hydropower project complex (total capacity of 326MW). After completion of the commissioning, The technical parameters are met in accordance with the EU standard, Unit 1 has officially generated power and connected to the power grid of Vietnam through Power Transmission System from 230kV Power Station of  Xekaman1 hydropower plant (Attapeu, Laos) to the Pleiku 2 substation (Vietnam) with a total length of 190km.

 

On November 29, 2016, Unit 2 of the Xekaman1 Hydropower Plant generated electricity, successfully connected to Vietnam's power grid. Unit 2 with a power output of 548 million kWh per year will together with Unit 1 (operation on 28 August 2016), increase the capacity of the Xekaman1 Hydropower Plant to 290 MW, reaching about 1.1 billion kWh/year.
