Building five hydropower plants in Laos to export electricity to Vietnam

According to the information from Viet-Lao Power Investment and Development Joint Stock Company, the Company is expecting the approval of the Government of Laos to become the only investor in construction and operation of 05 hydropower plants in the Lao Southern province Sekong. Most of electricity output will be exported to Vietnam through North-South 500 KV power line.

According to the information from Viet-Lao Power Investment and Development Joint Stock Company, the Company is expecting the approval of the Government of Laos to become the only investor in construction and operation of 05 hydropower plants in the Lao Southern province Sekong. Most of electricity output will be exported to Vietnam through North-South 500 KV power line. 
One of the Company's leaders said, "We have submitted the documents of power plant construction projects and are expecting the final decision". The detailes of investment capital budget haven't been announced, however, according to some of energy experts, the construction of these five hydropower plants needs more than 1 billion USD. The Company has not also informed what they will do to mobilize such big capital amount.

 

Viet-Lao Power Investment and Development Joint Stock Company is a complex of six construction and electricity corporations of Vietnam, including Electricity of Vietnam and Song Da Corporation. The Company has the registered capital of 69.7 million USD.

 

Five hydropower plants to be constructed are Sepian Senamnoi (with the installed capacity of 340 MW), Sekaman 1 (300 MW), Sekaman 4 (55 MW), Sekong 4 (310 MW) and Sekong 5 (200 MW).

The Company, at the end of July, 2003, signed the Memorandum of Understanding (MOU) of Xekaman 3 Hydropower Project with the total investment capital of about 232 million USD and the installed capacity of 210 MW. This is the Project invested by the Company under the form of BOT (Build-Operate-Transfer) and is the biggest overseas investment project ofVietnam. The construction of the plant is expected to be commenced in Sekong province at the beginning of 2nd quarter of 2003 and completed in 2008.

In the meeting to be held on September 18-19 in Hanoi, Ministry of Industry, Ministry of Planning and Investment, Electricity of Vietnam, Vietnam Oil and Gas Corporation, Vietnam Coal Corporation will concentrate on discussion of energy development program by 2015 of Vietnam and present their own development investment plans.
