Concession Agreement of Xekaman 1 Hydropower Project signed

After the process of negotiation in the active and cooperative spirit, the Concession Agreement (CA) of Xekaman 1 Hydropower Project was signed between the Government of Laos (GOL) and Xekaman 1 Power Company Limited (XKM1) on February 10, 2011 in Vientiane Capital, Lao PDR.

Present to witness the ceremony, as for Vietnam, was Vietnamese Ambassador to Lao PDR Ta Minh Chau. As for Laos, there were Vice Minister of Planning and Investment Thongmy Phomvisay, Vice Minister of Energy and Mines Somboun Ratsasombath.

According to the content of the signed Agreement, GOL would grant XKM1 exclusive rights to design, build, operate and own the plant within the period of 25 years as from the commercial operation date. After that period, XKM1 would transfer free of charge all property, interest and assets of the plant to GOL.

The Project Investor is Xekaman 1 Power Company Limited, which was established on July 01, 2010 and invested 100% of its chartered capital by Viet-Lao Power Joint Stock Company.

Xekaman 1 Hydropower Project, with the total investment capital of USD 441 million and total installed capacity of 322MW, is being built at the downstream of Xekaman river including two powerhouses: Xekaman1 Hydropower Work and the lower scheme of the Xekaman 1 Hydropower Work (informally known as Xekaman 0 or Xekaman Sanxay). The Project is located in two districts of Sanxay and Sayxetha, Attapeu province, which is 80 km away from Vietnam-Laos border through the border crossing Bo Y (Kon Tum, Vietnam) - Phu Cua (Attapeu, Laos).

Up to the time of signing, all the Project’s system of construction road, camps, first impounding, concrete retaining dike etc. have been completed. As per progress of the Project, both Xekaman 1 và Xekaman Xansay powerhouses will be wholly completed and put into commercial operation after 5 years of construction (generating power in early 2015) and supply approximately 1.22 billion KWh per annual, 20% of which will be used for home consumption and the remaining will be sold to Vietnam through the 500kV transmission system between the two countries (interconnecting from Ban Sok - Attapeu to Pleiku - Gia Lai).

In additon to Xekaman 1 Hydropower Project, Viet-Lao Power Joint Stock Company is now the Developer of a series of hydropower projects in Southern Laos, namely: Xekaman 3 Hydropower Project (capacity of 250MW, to be generated in early 2012), Xekaman 4 HPP, Dak E Meule and one project of Hotel and Offices for Lease in Vientiane Capital (expected to open within March, 2011).
